In a heavy bottom kadai/pan add ghee and rava. Get the rava roasted in low flame for around 4 minutes or till you get nice aroma. Ensure it is not burnt. Transfer it to a container.
Grind the grated coconut along with peeled cardamom to fine paste adding little water.
Now again heat the heavy bottom kadai/pan adding jaggery and little water(1/4 cup). Keep stirring till the jaggery dissolves and syrup becomes thick. Now add 2 cups of water to the syrup.
When jaggery syrup starts boiling add roasted rava and ground coconut paste. Saute till it becomes mass dumpling. Switch off the flame.
When your hands can bear the heat of dumpling, make big lemon sized balls out of it and make a small hole on it. (as shown in figure below). Arrange all modakas thus prepared in a idly stand and steam cook it for 10 to 15 minutes.
